bitten by dog.. need info.. please help ..a person! (chicago park)

Yesterday [3/18] around 3:45 pm, at Chicago avenue Park in Bay Shore, a friend was bitten by a dog.
:-( The person who was with the dog was a white woman [maybe in her 60s or 70s?], slender build with primarily whittish hair.
While not completely sure of the breed, my friend thinks it -might- be something in the labrador retriever family?.
It’s critically important that the owner [or caretaker] contact the SC dept.
of health ASAP.
*****Neither animal control nor the SCDOH is looking to seize the dog or put the dog down.
